Structural Command Theory (SCT) names organizational dysfunction in structural terms. The premise: most of what gets blamed on bad people is the predictable result of bad structure. The framework specifies the structural conditions, the conduct discipline that operates inside those conditions, and the visibility instrumentation that makes both observable.

The framework comprises three companion specifications, kept categorically distinct so that the structural diagnosis is not collapsed into a leadership style, a culture campaign, or an instrumentation rollout. The constraint that prevents this collapse is named NONCOLLAPSE and runs through every framework artifact.
The three companion specifications
Structural Command Theory (SCT) — the structural domain. Names how authority and accountability work, or fail to work, inside an organization's architecture, independent of any individual's personality. Specified in Goe 2026a.
Servant Command Leadership (SCL) — the conduct domain. The behavioral discipline that operates inside the structure SCT specifies: how authority is exercised, how the workforce is treated, where the line is between honest value extraction and exploitation. Doctrinally subordinated to SCT — SCL diagnosis is invalid in organizations where structural command has not first been verified. Specified in Goe 2026b.
Executive Command Center (ECC) — the visibility instrumentation domain. Surfaces the structural and behavioral conditions to a body that can act on them. Reveals; does not decide. Categorically distinct from authority itself. Specified in Goe 2026c.
The three domains together form what the framework argues is the architecture of an honest project.
The three structural integrity conditions for Honest Authority operate as an AND-gate. Structural Authority (SCT), Conduct Discipline (SCL), and Visibility Instrumentation (ECC) must all be present. Any one missing collapses the output into a different pathology — not a degraded form of Honest Authority.
The eleven axioms
SCT advances eleven canonical axioms (Ax 0 through Ax 10), grouped here by the role each plays in the architecture. Structure (Ax 0–6) establishes the foundation. Conduct (Ax 7) bridges to SCL. Visibility (Ax 8–10) governs monitoring, oversight, and the diagnostic sequence that prevents premature behavioral attribution. The failure-mode catalog
The framework's diagnostic apparatus runs against an enumerated taxonomy of structural failure modes (FMs). Each FM is named, defined, distinguished from adjacent FMs, and anchored to the axiom or constraint it violates. The current catalog runs FM-1 through FM-11:

FM-1 Authority Vacuum — authority undelegated or unfilled in regions of the decision space.
FM-2 Authority Inversion — accountability without commensurate authority.
FM-3 Shadow Command — decisions routed through behavior patterns that leave no documentary trace.
FM-4 Decision Saturation — authority concentrated at a node that cannot process the decision volume routed to it.
FM-5 Accountability Collapse — outcomes produced with no traceable owner.
FM-6 Information Latency — the decision-relevant signal arrives too late to act on, or arrives but is suppressed.
FM-7 Execution Fiction — the documented appearance of strategic implementation without the structural mechanism that translates intent into action. Named sub-form: Value Fiction (declared values without the structural mechanism to bind them).
FM-8 Structural Drift — the documented architecture progressively diverges from the operational reality; workarounds become standard practice.
FM-9 Governance Visibility Gap — command structure is invisible to the oversight body that is supposed to govern it. Historical name: Governance Blindness.
FM-10 Premature Behavioral Attribution — structurally rooted failure attributed to personality, culture, or capability without prior structural verification. Named sub-forms: Personality Substitution (the behavioral form) and False Floor (the capacity form — invoking a Capability Floor without the completed verification it requires).
FM-11 Capture Pattern — the structural form is in operation, but its substance is not produced; the authority controlling the form maintains it without the substance the form was designed to enable. Named sub-forms: Procedural Capture (process-control layer) and Measurement Capture (instrumentation layer). Economic-theory lineage: the public-choice rent-seeking and regulatory-capture literature (Buchanan and Tullock 1962; Tullock 1967; Krueger 1974).
A behavioral failure mode (BFM) taxonomy runs in parallel within the SCL specification. The current BFM catalog runs BFM-1 through BFM-11, kept structurally distinct from the FM catalog per NONCOLLAPSE.

NONCOLLAPSE — why the three specifications are kept categorically distinct
The framework rests on three constraint laws (G1, G2, G3) that prevent the most common analytical errors in organizational diagnosis: collapsing structure into behavior, collapsing behavior into structure, or collapsing visibility into authority. The full NONCOLLAPSE specification is in Goe 2026a §3. The shorthand:
G1 Authority Conservation — authority is conserved; it does not appear, disappear, or duplicate; it transfers through specified mechanisms only.
G2 Directional Dependency — SCL diagnosis depends on SCT verification; ECC visibility depends on SCT-defined authority; reversing these dependencies produces invalid output.
G3 Invalid Output Rule — diagnoses produced without completing the specified verification sequence are not framework findings, regardless of how confident or actionable they appear.
The dependency graph is one-way: SCT → SCL and SCT → ECC. Reverse influence is prohibited under all circumstances. Governance binds all three command domains from outside as a constraint layer, but is not itself a command domain.
